Guiyang sees safer, smoother roads during 14th Five-Year Plan period

During the 14th Five-Year Plan (2021–25) period, Guiyang city made strides in terms of road safety, traffic efficiency, and public transport services.

Guiyang traffic police implemented a "24-hour" policing model, inspecting 3,041 rural traffic hazard points and fully addressing 158 high-risk sites by November 2025. Their collaboration with 36 hospitals ensured timely treatment for 255 accident victims, while 10.45 million yuan in accident relief funds helped reduce the financial burdens for affected residents.

To ease congestion, Guiyang launched targeted measures around schools, hospitals, and shopping areas, including 602 dedicated school bus routes, improved hospital access lanes, 27 reconnected roads, and the activation of 32,000 parking spaces. AI-powered traffic signal systems at 31 key nodes lowered peak congestion indices by up to 2.2 percent, improving the overall traffic flow.

Vehicle management services were streamlined, reducing the average processing time from 42 to 20 minutes despite a growing driver population exceeding three million. Online and offline service networks achieved an 89 percent fully digital handling rate, supported by 63 socialized registration stations, 92 police-post offices, and 110 smart police service rooms.

Guiyang also promoted online vehicle plate registration and optimized new energy vehicle (NEV) registration. NEV numbers surged from 32,000 to 249,000 during the period, supporting the city's green development goals.
