To improve air quality, Guiyang bureau of ecology and environment, Guiyang transportation committee, Guiyang market supervision and administration, and Guiyang public security and traffic management bureau increased efforts to bring emissions under control this year.

Guiyang set up signs banning diesel vehicles, fixed monitoring signs for motor vehicle exhaust by the roadside, and installed electronic snapshot and remote sensing detection systems to monitor and display the exhaust emissions of passing vehicles.

Vehicles with excessive emissions were ordered to reduce emissions within 15 days, and those still failing to meet the standards by the deadline will be fined 200 yuan ($31).

Vehicles that fail to undergo repairs and pass re-inspection by the deadline will be penalized and blacklisted.

In addition, blacklisted and transport enterprises which have more than 10 percent or more of their vehicles releasing excessive emissions will be listed as key supervision objects of relevant government departments.

To date, 905 smoky vehicles have been photographed on roads, while 368 vehicles that failed to undergo repairs and pass re-inspection within the required time have been blacklisted since the beginning of this year.

"The implementation of the ban on smoky diesel vehicles has proved efficient at reducing vehicle emissions. Going forward, we will continue to strengthen supervision of high-exhaust emission vehicles, strictly control vehicle registration and management procedures, and upgrade the electronic snapshots system," said an official of Guiyang bureau of ecology and environment.
